熵权系数法在建筑施工企业投标决策中的应用

针对目前建筑施工企业招投标实践中传统的考察施工单位的方法存在的问题，通过构建建筑施工企业投标能力的评价指标体系和基于熵的多准则综合评价模型，采用熵权系数法对建筑施工企业投标能力进行了综合评价。希望进一步降低评标中的人为因素，减少随意性，消除建设项目评标过程中的不良弊端，并运用实际案例对其进行论证。实践证明，熵权系数法是在投标开标后，根据各投标书的具体数据计算得到的，使少数人不可能提前控制评标结果，因此，可以从程序上避免透漏标底等违规行为，使得评标工作更加科学化、规范化、公正化。

Application of coefficient law of entropy right in bid decision of construction enterprise

Directed at the present problems arising from traditional investigation of the construction units in the practice of bid of construction enterprises, the paper presents an attempt to work out the evaluation index system of the bid ability of construction enterprise and many comprehensive appraisal models of criterion based on entropy. The paper introduces the adoption of the right coefficient law of entropy to carry on comprehensive appraisal to the bid ability of enterprise in charge of construction in an effort to reduce the human factors in tender evaluation, reduce random practices and eliminate the bad drawbacks in the tender evaluation course of construction project. The paper features many practical cases. The coefficient law of entropy right calculated and got according to the concrete data of every bid paper after submitting a bid paper and opening bid gives impossibility that the bid evaluation results are controlled ahead of time with the result that divulging unlawful practices can be prevented from procedure, such as base number of bid, and the bid evaluation work becomes more scientific, more standardized and more fair.
