| 摘 要： | 定量地测度循环经济发展水平,是当今循环经济研究的方向之一,也是制定循环经济发展对策的主要依据.在综述了国内外循环经济指标体系构建和定量评价的基础上,依据3R原则、整体性原则、区域性原则、可比性原则、可操作性原则等5大原则,采用层次分析法,构建了城市循环经济发展水平评价的指标体系,该指标体系由目标层、控制层、指标层3个层次,经济系统、资源系统、环境系统、再利用系统4个系统,15个指标构成.提出了城市循环经济发展水平的评价模型,采用2种原始数据的标准化处理方法,并分别对2003年～2007年江西省抚州市循环经济的发展水平进行了综合评价,2种方法虽然有差异,但得出的综合评价结果总的发展趋势是相同的.
