四川盆地中部丘陵区耕地后备资源开发利用的思考和建议

在分析四川盆地中部丘陵区土地利用结构及未利用土地的二级地类构成的基础上，指出了四川盆中丘陵区的垦殖程度很高，未利用土地中宜开发利用荒草地很少，从保护生态环境出发，这一地区荒草地的开发要慎之又慎，保持耕地总量动态平衡，应开发荒草地、废弃地复垦、撤院并村整理土地、归并小块土地减少田埂土坎占用量等措施并举。

Consideration and Suggestions on Exploiting Spare Cultivated Land Resources of the Hilly Country in the Sichuan Basin

According to the patterns of cultivated land utilization and the composition of class-two uncultivated land, the degrees of land cultivations are very high and the grass wastelands which are suitable to exploit and utilize are limited in the hilly country of the Sichuan Basin. In order to protect the ecological environment, it must be very careful to exploit the grass wastelands in this area. A dynamic equilibrium of general cultivated land quantities must be kept. The re-cultivation of the abandoned farm lands, the land rearrangement through pulling down the individual houses and building the villages, the combination of small pieces of lands, the reduction of the banks and ridges of the earth between fields and the exploitation of the limited wastelands should be done at the same time.
