甲午海战对海军软实力建设的历史启示

从军事软实力的视野，总结了甲午海战溃败的原因。认为北洋海军的战略思想落后、情报信息收集不力以及官兵素质低下是导致拥有硬实力优势的北洋海军战败的主要因素。以史为鉴，提出了人民海军在保持战略思想的先进性、制信息权及提升官兵素质等软实力建设方面的建言。

Historical enlightenment of Sino-Japanese War of 1894-1895 towards naval soft power construction

This paper firstly summarizes the causes of the failure of Sino-Japanese War of 1894-1895 from the perspective of military soft power, and then it holds the opinion that the backwardness of North-Ocean Navy＇s strategic thought, insufficiency of the intelligence collecting and low quality of servicemen are the main causes leading to the failure of North-Ocean Navy which has the advantage of hard power. In addition, it aims to draw lessons from history and puts forward some advice on PLAN＇ s soft power construction such as advancement of maintaining strategic thought, information dominance and improvement of the quality of the servicemen.
