| 摘 要： | 用事例论述了科技查新工作中存在的问题, 特别是查新报告中的问题. 建议尽快成立全国科技查新协会委员会, 规范科技查新行业的服务标准, 重新修订并颁布《科技查新机构管理办法》和《科技查新规范》, 制定科技查新质量评定标准等, 使科技查新业务健康发展.

| Abstract: | This article elaborated the problems in the technical novelty check with examples, especially the problems in the novelty check report. Moreover, it suggests the original national level novelty check organizations and universities should establish the national wide technical novelty check assoc
iation committee, which will be the important program, as soon as possible. The association should first set the professional standards for the services of novelty check program; revises and promulgates “management of technical novelty check organizations”; sets up the quality standards for the technical novelty check etc. The new association will make healthy development for the novelty check program. |
