| 摘 要： | 根据理论界关于西部开发的认识，基于我国宏观经济发展的需要，重点阐述了西部开发在扩大内需、基础产业发展及产业结构调整方面的作用，因而认为西部开发不仅具有政治和社会意义，而且具有重要的经济意义，同时论述了实施中大开发应采取的主要政策。
