| 摘 要： | 调查表明，１９９６年下半年展开的佛山市直国有（集体）小企业改革取得了明显进展，明晰了产权，实现了机制转换，建立了国有资产保值增值机制，促进了经济效益的提高。但是市直小企业改革中的一些深层次问题还没有得到很好的解决，面临的难题仍然不少，主要是集体小企业改革进展相对迟缓，转制形式单一，企业法人治理结构不健全，实施兼并破产的力度不够，企业管理薄弱，各种改革政策落实不够等，这些问题的存在都严重障碍着改革的深化和现代企业制度的建立。作者提出了加快市直国有（集体）小企业改革与发展步伐的六项对策建议。
