| Abstract: | Planning, as is required by scientific planning, is no longer a mere offer of ideas or advice,or any individual act of wisdom, it is, in fact, a kind of scientific systems engineering, which is determined by the systematic nature of planning in general and the planning of higher education. The planning of higher education must base itself on the fundamental principles of the science of systems. |
