| 摘 要： | 根据RD经费投入以及RD活动的特征,构建了一套评价指标体系,运用数据包络分析方法对2010年甘肃省14个市州RD经费投入效率进行了评价。结果表明,甘肃省RD资源的利用效率总体不高。建议在提高科技资源配置相对有效性的基础上,注重投入与产出结构的调整,不应过分强调短期的科技直接产出,而应关注科技成果的原始创新和成果的后期转化。

| Abstract: | According to R&D fund investment and the characteristics of R&D activity,this paper builds a set of evaluation index system,and evaluates R&D fund investment efficiency of 14 cities in Gansu Province in 2010 by using the method of data envelopment analysis.The result shows that the general utilization efficiency is not high.It suggests that,based on improving the relative effectiveness of the allocation of scientific resources,we should pay attention to the adjustment of the input and output structure,and should not overemphasize on short-term science and technology output,but focus on the original innovation and post-conversion of scientific and technological achievements. |
