公共管理视角下完善矿难治理途径的思考

由于我国正处于社会主义初级阶段和工业化快速发展时期，受生产力水平的不均衡影响，煤矿安全生产形式依然严峻。现阶段社会科学领域研究煤矿事故频发的原因，从公共管理方面来看分别为经济利益的驱使、安全意识的淡薄、监管职能的缺失、矿难赔偿不到位等问题。因此，只有从煤矿安全生产治理的公共治理途径入手，加强与完善行业准入、矿难赔偿、尘肺病防治等方面的措施与途径，才能有效地遏制矿难，保证煤矿行业安全生产的顺利进行。

Thinking about Control Approaches for Mine Disasters from the Perspective of Public Management

As China is at the primary stage of socialism and in the period of industrialized rapid development,safety production form is still severe with the influence of the unbalanced productivity level.At present,the social science field investigates the reasons of the frequent occurrence of mine disasters from the perspective of public management,showing the problems such as the driving of economic interest,lack of security awareness,absence of regulatory functions,little compensation of the mine disaster and so on.This article,starting from the approaches of public management,presents some measures to strengthen and perfect industry permission,disaster compensation,as well as prevention and treatment of pneumoconiosis to reduce accidents and ensure the safe production of coal industry.
