针对我国当前城市市政部门权力结构中的一些问题,探讨了优化我国城市市政部门权力结构的思路和途径,即全面贯彻“三个代表”重要思想,树立“大市政”意识;切实做好城市基础设施建设与管理中的政企分开工作;理顺市政部门内外的各种职权关系;制定完善的城市基础建设与管理的政策和法律法规;借鉴国外的成功经验,实施市政设施的授权管理。
