| 摘 要： | 本文分析了我国高等教育发展观演化的四个阶段,论述了确立高等教育科学发展观的必要性,并从切实树立以人为本的价值观,树立以人为本的科学规模观、科学质量观、科学结构观、科学效益观等方面对高等教育科学发展观进行了论述。
