The Basic Judgment and the Front Line in the Process of the Countryside Reform and Development After the 16th Conference

Since the 16th conference,the countryside has already got into the stage of "the post agricultural taxation time" and "The industry returns to help the agriculture,the city supports the countryside".The key point and difficulty of the countryside reform in the next step is to eliminate the restriction of the dual City-Country system and fundamentally resolve deeply contradiction and system barrier in "Three Agricultural Issues".The biggest breach is to advance the countryside synthesis reform,to make rural economy policy alive,to redeploy and exert the roles of the farmers as the main market players,to stimulate their self-development and self-accumulation's huge potential,to enhance internal vigor of the agriculture and the rural economy development.This is the fundamental way to realize a well-off society in an all-round way during the first 20 years in this century.
