After capital came into being and created world history,human civilization suffered from unprecedented baptism,so national culture had to declare to renounce the right of existence in the rational court,or to defend for its existence,which requires to define the concept of cosmopolitan of cultureand nationality of cultureso as to determine the existence of national culture,considering that the cosmopolitan is not the uniform model for every man and nation to follow,it must be reflected only through nationality.
