罗马帝国舰队萌生于布匿战争中,成熟于内战时期,在奥古斯都时期正式建立。舰队在编制上以军团为蓝本,士兵主要从自由人或外族人中招募,至公元1世纪中期,共有正规舰队10支且主要驻防在帝国边境沿线。罗马帝国舰队在配合军团进行海外征战上发挥了一定作用。它是帝国边境防御体系的重要组成部分,在承平时期,舰队更是打击海盗的利剑,维护了罗马帝国领海的交通安全。公元3世纪后,因罗马帝国国力的衰落,舰队的战斗力急剧下滑,海上防御体系近乎崩溃,海盗重起,蛮族人也从海上打开了入侵的突破口。
