高等教育分流的操作策略是在一定社会历史条件下，主体为使分流合理而制定的分流过程中的运作方针与所采用的行动措施。主要有选择策略、培养策略和分配策略三类。任何策略都有两面性，因此，应用公正、公平和适时、适度等原则保证策略的合理实施。

On Operational Strategy of the Streaming in Higher Education

The operational strategy of the higher educational streaming indicates the measure and guideline,which are constituted for the objects of streaming by the subjects of streaming in the higher education under some social and historical condition.The operational strategy of streaming in the higher education is mainly comprised of three types:the strategy of choice,the strategy of cultivation and the strategy of assignment.Because each kind of strategy has two-sides,principle about justness,equitableness,and timing,moderation must be adopted for that the strategies are put in practice with reason.
