| 摘 要： | 当前中国正在迈入向“创新驱动”转型的关键时期，经济正在高质量发展，迫切需要加强国家创新体系转型、建设，构建新的治理思路。分析了国家创新体系转型、建设面临的主要问题，结合未来创新型国家建设的新要求，从统筹发挥政府的引导作用、市场配置资源的决定性作用和科学共同体的自治作用3方面探讨了完善国家创新体系的治理思路，从强化基础研究、重视应用示范、激励制度创新、提高开放水平4方面提出了对策建议。 |

| Abstract: | China is entering a critical period of innovative development transition and the economy is moving towards highquality development. There is an urgent need to strengthen the transformation and construction of national innovation system and to build a new idea of governance. This paper intends to focus on the analysis of some main problems concerning transformation and construction of national innovation system, and to explore the overall governance thinking from the following aspects: government guiding role, market decisive role in allocating resources, and scientific community autonomous role. Finally, policy recommendations are proposed focusing on strengthening basic research, attaching importance to application demonstration, stimulating institutional innovation and improving the level of openness. |
