我国实施教师资格制度的程序与方式研究

摘    要:教师资格制度是国家实行的法定的教师职业许可制度,确立公正合理的程序与方式是教师资格制度得以顺利实施的关键。结合国外先进经验,针对我国教育实际及教师现状,本文提出:教师资格制度的实施只有贯穿教师职业发展的全过程,才能真正使之成为不断提高教师素质的重要制度保障。鉴于此,我国教师资格制度的实施主要应分为两大步骤:教师资格考试与教师资格认证,每一步骤又可分为许多小的环节,它们共同组成教师资格制度实施的完整体系。

Abstract:Teachers' Qualification System is a legal teachers' professional admission system which is carried out by China, so establishing fair and reasonable procedures and methods is the key to implement the Teachers' Qualification System. Combining with the advanced experiences in foreign countries and aiming at the educational facts and teachers' actuality, this paper offers these points: only the Teachers' Qualification System is implemented in the whole process of the teachers' professional development, can it become the important system security to promote teachers' qualities steadily. Therefore, the implementation of the Teachers' Qualification System can be briefly divided into two general steps: teachers' qualification examination and teachers' qualification confirmation, and each step can be also fallen into many steps, which compose the integrated system of the Teachers' Qualification System.
