| 摘 要： | 作为中国实质性区域经济合作重要法律制度安排的CEPA,是在WTO规则约束下一个主权国家内部的两个单独关税区之间签署的区域性协议,它最大的特征就是以区域性协议的形态体现了一国区域内贸易投资自由化机制,如果发生争端,应该通过以政治方式协商而不是以司法和外交手段解决。

| Abstract: | Closer Economic Partnership Agreement(CEPA),as an important lawful agreement for substantial regional economic cooperation in China,is a regional agreement signed by two separate customs zones within one sovereign state according to WTO rules.Its most distinctive feature is the form of regional agreement which reflects the free trade and investment mechanism within one country.In case of any disputes,they should be settled by means of political consultation instead of legal and diplomatic means. |
