汉武帝治吏制度化建设探析

治吏是既古老又常新的政治课题。汉武帝为维护自己的统治，实现其理政驭民的政治目标．注重治吏的制度化建设。首先健全选吏制度，提升官吏理政驭民的整体素质，把选拔贤吏作为治吏制度化建设的切入口；其次完善考课制度与监察制度，强化治吏手段，以课吏察吏作为制度化建设的重点；最后严密法律，借助刑律来督促官吏依法行政、廉洁奉公，为治吏制度建设提供法律保障。

Analysis of Emperor Han Wu's Official Systemization

Offcial governance is an old but always fresh politics project. Emperor Han Wu paid much attention to the construction of offical systemization in order to maintain his own reign. First, Emperor Han Wu improved official selection system so that virtuous and able officials could be selected and the officials quality of administration could be enhanced. Secondly, he improved system of investigation and supervision and strengthened means of official administration. The key point of official governance construction was investigation and supervision. Finally, he tightened up the law so as to supervise and urge the officials to administrate by law and make sure that officials were honest to their duties, with a legal assurance for the construction of official governance.
