全面推进农村低保制度的障碍性因素分析

随着我国城市社会保障体系的建立和完善,特别是城市居民最低生活保障基本实现“应保尽保”后,城市贫困问题得到了很大的缓解,农村贫困、城乡差距等问题再一次突显。构建杜会主义和谐社会、缩小城乡差距、克服农村贫困问题,离不开统筹发展城乡社会保障。其关键在于农村低保制度的建立和完善,以确保农村贫困群体享有足够的生存空间,共享经济社会发展的成果。

Obstacles to Establishing Rural Minimum Living Standard

China's urban poverty pressure has been lessened with the implementation of minimum living standard in urban areas;but the rural poverty exists and the gap between urban and rural income widens.The establishment and execution of rural minimum living standard is the key process to narrow the gap,relieve the rural poverty by sharing of the fruits from the economic and social growth,and to build up the harmonious socialist society in China.
