| 摘 要： | 随着经济和社会的发展,生态环境问题日益受到全社会的关注。为解决生态公益林(生态公益林指的是像“三北”防护林这样为阻挡风沙、涵养水源而栽种的林木)保护所需资金,我国提出了森林生态效益补偿问题。文章从林业经济效益与生态效益等方面进行了分析比较,论述了“森林生态效益补偿基金”的必要性、可行性、法律依据、补偿原则及资金筹措方式等内容,并作了初步分析。

| Abstract: | With development of economy and society,the ecological environment has been more and more paid attention to by the whole society.Our country puts forward the compensation of forestry ecological benefits in order to finance the protection of ecological public forests.Ecological public forest is such forest as"Sanbei"protective forest which is planted against wind and sand as well as keeping water. |
