新常态下中国国际技术合作框架建设的研究

我国的经济发展已经进入新常态,中国经济的增长在逐步由投资驱动型逐步向集约的发展的创新驱动型转变的过程中,科技的创新和发展就变得至关重要。国际技术合作可以说的科技发展的一条快车道,但是实现国际科技合作并非易事。欧盟在统合之初也面临过相似的问题,其内部国家构建了一整套框架来解决这一问题,并取得了初步成效。本文将以总结分析欧盟在构建技术合作框架的经验为基础,为中国构建国际技术合作框架的方式方法上给出一些建议。

Study on the Construction of International Technical Cooperation Framework in China under the New Norm

China's economic development has entered a new normal, China's economic growth is in the pro?cess of transferring from investment-driven to Innovation-driven intensive development, and the innovation and development of science and technology become crucial.International technology cooperation will speed up the development of science and technology, but it is difficult to achieve such cooperation.EU has encountered the similar situation at the beginning of union, and thusbuilt a technology cooperation framework among its internal countries and achieved the initial success.This paper gives asummary and analysis of EU’s experience in build?ing technology cooperation framework, based on that gives some suggestions on the approach to build an interna?tional technology cooperation framework in China.
