俄乌"天然气之争"及其对我国能源安全的启示

2005年末至2006年初,俄罗斯与乌克兰围绕天然气价格问题发生了激烈的争斗,但最终双方以达成协议的方式而结束。导致俄乌“天然气之争”的根本原因是俄罗斯与乌克兰在对外战略问题上存在矛盾,俄罗斯一直将能源视为实现国家复兴的重要条件,提高天然气的价格可以增强俄罗斯的经济实力;而乌克兰居于有利的地理位置、俄罗斯的黑海舰队驻扎在乌克兰的领土上、欧美在背后为乌克兰撑腰等导致俄罗斯与乌克兰发生“天然气之争”。重视过分依靠外部能源可能存在的巨大风险,实现能源来源的多样化、实行能源开发与节约并重的原则,建立节约型社会,克服能源短缺的困难;加快推进能源体制改革,建立适合具有中国特色的能源安全体制,从而加强我国能源安全。

"The Gas Dispute" between Russia and Ukraine and its Implication for the Energy Security in China

There is a price dispute on the gas between Russia and Ukraine at the end of 2005 and ends up with a comprise at last.The reason of the dispute lies in the conflict between the foreign policy of Russia and Ukraine.Russia regards the gas as crucial term of its rejuvenation,therefore,increasing the price of the gas will strengthen Russian economy.However,the important location of Ukraine,Russian fleet in Ukraine and the American and European support for Ukraine all result in the gas dispute.We must be aware of the risk of relying much on the foreign energy and make the energy diverse.We must follow the principle of emphasizing both the exploration and saving of the energy and build a economizing society,which will overcome the problem of short of energy,then construct security system which suits the energy situation in China.
