基于组合赋权的基本公共服务评价模型构建

基于基本公共服务内涵的界定，构建了测度基本公共服务均等化水平的多层次评价指标体系．在指标体系的构建过程中，为有效解决主观赋权法产生的主观随意性，以及客观赋权法忽视决策者的主观信息这一问题，提出了将G1法和变异系数法相结合确定指标体系权重的组合赋权法，并运用该方法对安徽省皖江城市带基本公共服务均等化水平进行评价．结果表明，该方法既能同时解决主观赋权法和客观赋权法各自产生的弊端，又具有较强的实际应用价值．

On the Model Construction of Basic Public Service Evaluation Based on Combination Weighting

Based on the definition of basic public services, this paper constructs the equal access to basic pub- lic services measure level evaluation index system. In the construction process of the index system, in order to effec- tively solve the subjective weighting method to produce the subjectivity, the subjective and objective weighting method ignores the decision makers, the weights of index system weighting method combined with G~ method and coefficient of variation method, and carries on the appraisal to the equalization of basic public services level to Wanjiang City Belt in Anhui Province by the method. The results show that, this method can not only solve the re- spective disadvantages what are produced by the subjective and objective weighting method , but also has strong practical application value.
