| 摘 要： | 通过构建城市技术创新能力评价指标体系,应用一致性组合评价方法,对2007—2012年我国12个副省级以上城市技术创新能力进行总体评价和分项评价.研究结果表明:考察期内我国副省级以上城市相对技术创新能力变化不大;不同城市技术创新能力存在不同特点,一刀切的提升政策会破坏技术创新能力的均衡发展机制;均衡发展依然是众多城市技术创新能力提升的重要切入点.

| Abstract: | We constructs the technological innovation capability evaluation indicator system, and evaluates the technological innovation capability of sub-provincial cities in china during 2007-2012 by using Consistency Combination Evaluation. The results show that the technological innovation capability of sub-provincial cities had little changes relatively in the past five years. The sub-provincial cities had different characteristics, thus the similar policies would destroy the balanced development mechanism of technical innovation and cause resources inefficient. Balanced development is still the most important approach to advance the technological innovation capability of most of the sub-provincial cities. |
