| Abstract: | The establishment of a discipline which is concerned with various depart-ments and fields is regarded as one project of system engineering.It requires an overall planning but is realized from each locality,therefore it is required that start-ing from the system as a whole,various effective measures be taken and the main contraction be grasped so as to optimize of the system as a whole. |
