粤港澳大湾区基础研究政策导向、发展现状及对策研究

摘    要:加强基础研究是粤港澳大湾区建设国际科技创新中心的战略举措。本研究系统梳理分析了粤港澳大湾区建设国际科技创新中心加强基础研究的政策导向,从创新主体、支撑平台、科技资源、科研环境及成果产出等维度构建了粤港澳大湾区基础研究发展现状分析框架。研究发现,粤港澳大湾区基础研究的创新主体持续壮大、支撑平台布局加快、科技资源投入强化、科研环境不断完善、成果产出显著增多,但仍存在基础研究主体大而不强、科技人力资源质量不高、经费投入低于国际水平、科研成果产出质量不优等问题。基于此,提出粤港澳大湾区加强基础研究的对策建议。

Abstract:Strengthening basic research is a strategic measure for the construction of an international science and technology innovation center in the Guangdong-Hong Kong-Macao Greater Bay Area. This study systematically analyzes the policy orientation of strengthening basic research in the construction of the international science and technology innovation center in the Greater Bay Area, and constructs a framework for analyzing the current development of basic research in the Greater Bay Area from the dimensions of innovative entities, supporting platforms, scientific and technological resources, research environment, and output of achievements. The research finds that the innovative entities in basic research in the Greater Bay Area continue to grow, the layout of supporting platforms is accelerating, the investment in scientific and technological resources is strengthening, the research environment is continuously improving, and the output of achievements is significantly increasing. However, there are still issues such as the large size but weak strength of basic research entities, low quality of scientific and technological human resources, funding inputs below international standards, and suboptimal quality of research output achievements. Based on these findings, this study proposes countermeasures and suggestions for strengthening basic research in the Guangdong-Hong Kong-Macao Greater Bay Area.
