关于国内企业职务专利申请现状的思考

在二十一世纪，企业生存与发展的环境和条件发生了巨大的变化，是否拥有自主知识产权以及拥有量的多寡已经成为企业能否在激烈的国际竞争中取得优势的关键因素之一，知识产权中的专利权对企业发展有着绝对重要的作用，企业拥有职务专利是拥有自主知识产权的重要前提，然而，国内企业职务专利申请现状主要呈现三个特点：职务专利申请量相对数目小；职务专利申请量少于非职务专利申请量；高技术申请与低技术申请的比例失调，为了改变这种现状，其对策是改善企业外部环境和强化企业内部管理，尤其是要强化企业内部管理。

A consideration of current situation of service patent application of domestic enterprises

In the 21st century, the environment and condition, in which the enterprises exist and develop, have changed greatly. Whether the enterprises hold independent intellectual property and the quantity obtained is one of the key factors to determine whether the enterprises can be dominant in the fierce international market competition. Patent is absolutely vital to the development of enterprises, and holding service patent is an important premise to holding independent intellectual property. However, three characteristics mainly showed by the actuality of the service patent application of domestic enterprises are that the member of the service patent application of domestic enterprises is comparatively small and it is smaller than that of nonservice patent; the proportion between application quantity of high tech and low tech is maladjusted. To change such actuality, the countermeasures are to improve exterior environment and strengthen interior management of enterprises, especially to focus on strengthening interior management of enterprises.
