依法治国必须与“以德治国”相结合

道德和法制是辨证统一的关系,依法治国必须与以德治国相结合。道德是法律得以顺利推行的基础,健全法制并严格执行,是社会安定、政治清明和道德得以发扬的重要条件。但道德的要求比法律更高,从这个意义上说,道德建设比法制建设更根本,“以德治国”是社会主义精神文明建设的核心。

To Run the Country by Laws Which Must Be Integrated With Ethics

Laws and ethics make a dialectical unity. It is imperative to run a country by integrating laws and ethics. Ethics are the foundation for the successful implementation of laws. The rigorous enforcement of laws is the prerequisite for the social stability, clear political orientation, and enhancement of ethics. But ethics are more demanding. In this sense, the formation of ethics is more fundamental than of laws; and therefore "to run the country by ethics" is the kernel in the formation of the socialist moral civilization.
