| 摘 要： | 近年来,伴随着国际国内形势的变化,日本政府对原有的ODA政策进行了改革,其改革内容主要包括改革背景、实施目标、贯彻原则以及实施地区等几个方面,而这一切都体现出明显的政治倾向。因此,可以看出ODA是一种外交工具,是服务于日本本国利益的。

Each element of the reform program can be found obvious political tendencies.Therefore, the ODA policy is a diplomatic tool to serve Japanese own interests. |
