黄土高原地区的环境资源与持续发展

黄土高原地区生态环境退化，水土流失和沙漠化十分严重，阻碍了该地区的经济发展．同时，这个地区有丰富的资源急待进一步开发．环境综合治理与资源开发是该地区经济持续发展的战略中心，从长远利益考虑，处理好治理与开发的关系，协调环境、资源、社会及经济发展的关系是改善黄土高原生态环境必由之路，也是地区经济持续发展的保证．在环境治理政策方面，注重鼓励性政策、地区政策、社会保障政策及资金投入政策．

Enviroment resources and sustainable development in Loess Plateau areas of China

There are rich resources in the areas of the Loess Plateau, but the serious soil erosion and desertification hinder the economic development and exploitating natural resources. So it will offer the main problems for China to control the worsened enviromental and to exploite natural resources. From a long-term point of view, the problems of enviroment protection, resources exploitation, societies and economic development should be well coordinated and well solved, enviromental protection and resources exploitation should be the starting point of the development of sustainable economic. On the enviromental policies, it is very important to formulate some encouragemental policies, regional policies,insurance policies and investment policies for the areas of the Loess Plateau.
