济南市水污染现状与防治对策探讨

由环保统计资料分析得出济南市水污染的现状特征是地表水体普遍受到污染，并有进一步恶化的趋势；地下水水质总体情况良好，但若不注意保护即有遭受污染的可能。其原因是防污措施不到位，废水排放总量未得到有效控制，地下水防污性能差。防治对策有：创新水污染防治理念，污水处理市场化、产业化；通过产业结构调整、推行清洁生产等建设节水防污型社会；制定水源地保护政策、建立水源地技术监控管理系统；强化政府部门的监督管理；加强水资源保护的公众教育。

Discussion on the Control Countermeasures and Present Situation of Water Pollution in Jinan City

We can get the characteristics of the present situation of water pollution in Jinan city from the analyses of the statistics of Jinan Environmental Protection Bureau.Surface water is widely contaminated in Jinan city and it shows a trend of deterioration.Groundwater quality is good in general,but it will be contaminated if we don't take measures to protect it.According to the characteristics of water pollution in Jinan city,we proposed these following countermeasures to control pollution:to innovate the concepts of water pollution control,including sewage discharge is virtually water using,and sewage treatment should be Industrialized and put to the market;to construct a water-saving and pollution-prevention society through adjusting the industry structure,cleaning produce processes and so on;to give severe protection to the wellhead in the southern mountainous area through making protection policies,constructing a technical management system of wellhead area,etc;to strengthen the intendance of the government;to strengthen the public education of water resources protection.
