在社会利益源泉多元化、社会结构变化以及其他矛盾问题存在的情况下，关注民族社会稳定需要构建反映民族社会发展的民族政治发展理论体系。民族发展政治理论体系包括民族自身发展、民族与外部关系发展、民族与国家关系发展。在民族发展政治实践策略方面，设计民族发展正义与公平的政治制度考量维度；发展民族群体的差异政治权利；发展民族个体成员的社会化、公民化和政治参与意识；重视民族传统文化资源在现代民族社会政治管理中的作用。

The Theory and Method of Ethnical Development Politics

To concern the stability of the ethnic society, we need to construct a theoretical system that could reflect the development in ethnical society and ethnical politics under the situation of the change of social structure with the existence of other issues and with the muhi-resourees of social benefit. The political system of ethnic development includes the development of ethnic groups, the development of relationship between ethnic groups and the outside world, the development of the relationship between ethnic groups and the whole country. As to the practical strategy, we need to design a political evaluation standard with justice and fair for the ethnic group to develop ethnical differentia political right, to develop the participant awareness of socialization, citizenization of the members of an ethnic group. We should also pay attention to the functioning role of the resources of traditional ethnical culture in the administration of modern ethnic social politics.
