| 摘 要： | 坚持科学发展观，建设社会主义和谐社会，必须深化应急管理工作规律性的认识；必须增强自觉学习突发事件应急管理法律知识的理念，增强依法处理非常时期非常事务的法治理念，增强依法预防突发事件应急管理的法治理念，增强全面预防和管理突发事件的法治理念，增强灾害救助中政府职能转变的法制理念，增强动员社会和公众自救与互救的法治理念；需要健全突发事件应急管理的“雨天”法案体系，建立突发事件应急管理的行政征用法律制度、行政救助法律制度、行政指导和行政监督法律制度。
