摘    要:新建铁路工程投资巨大,技术复杂,必须在建设前期进行充分的技术经济论证,近30年来,由于计算机特别是人工智能专家系统的发展,给项目评估手段的现代化和科学化创造了前提条件.因而,有可能针对铁路工程建设项目前期工作的主要内容,根据其特点建立项目评估辅助决策系统,尤其是技术标准和技术方案的确定以及工程造价等评估辅助决策系统更应超前开发研究.这些研究不仅具有较高的理论价值,更具有重大的实用意义

Abstract:Because of the huge investment and sophisticated technology involved in new railway engineering construction, sufficient technical economic arguments must be carried out beforehand. In the past 30 years, development of computer, especially the development of intelligent expert system, has provided possibility to appraise projects by modern and scientific techniques. Therefore, it is possible to establish appraisal decision support system according to the content and characteristics of the railway engineering construction projects, of which the support decision system for appraisal of the technical standard and technical solutions, engineering cost, and so on should be particularly studied and developed in advance. These studies are not only significant in theory but also very practical in application.
