国内节能减排评价指标体系及构建方法述评

节能减排即减少能源消耗、降低污染排放。目前国内对节能减排评价指标体系的研究,大多集中在第二、第三产业,尤其是工业领域;以城市、行业或企业为研究主体,将描述性指标和行为指标相结合,提出一系列的评价指标体系。节能减排评价的研究为制定节能减排方案提供了科学的理论依据。

Review of the Method on Establishing Evaluation Index System of Domestic Energy Conservation and Emissions Reduction in China

The goal of energy conservation and emissions reduction is to reduce energy consumption, and reduce pollution e-missions. The current domestic research on evaluation index system of energy conservation and emissions reduction, mostly concen-trated in the second and the third industry, especially in industrial area. Taking the industry as the research main body, and com-bining descriptive index and behavior index, we put forward a series of evaluation index system. Energy conservation and emission reduction evaluation of research for the development of energy conservation and emissions reduction scheme provides scientific theo-retical basis.
