| Abstract: | By analysing the phenomena of concentrating blindly on population scale and land-using scale of the city in the past this paper presents some basic thinking and viewpoint on the "two scales" in order to save land and protect cultivated areas thus improving the rationality of the "two scales" in overall city planning. |
