西部地区农民工主动回流的形成原因及对策建议

分析我国西部地区农民工返乡回流的动态特征,并探究西部地区农民工返乡回流的真实原因。研究结果表明,国际金融危机后期农民工流动呈现出较为明显的"主动回流"特征;政策累积效应、收入差距缩小、推拉力量重构、利益诉求多元、产业梯度转移和人口红利下降是西部地区农民工"主动回流"的原因。在此基础上,提出改善农民工的就业环境和切实保障农民工的合法权益等引导西部地区农民工合理有序流动的对策建议。

The Formation Reason and Countermeasures for the Migrant Workers’ Active Reflux in the Western Regions

Based on the analysis of the dynamic characteristics for the migrant workers’ reflux to hometown,the paper investigated the real reason for the migrant workers to hometown.The research result showed that the migrant workers’ reflux to hometown present the more obvious characteristics of the active reflux during the international financial crisis afterward period.The accumulated effect of the policy,the reduction of income difference,the reconstruction of the Push-Pull force,the varieties of interest demands,the industrial gradient transfer,and the decline in "demographic dividend" were the essential reasons for the migrant workers active reflux to hometown in the western regions.On that basis,the paper draw the research conclusion and countermeasures.
