加快推进我国大型煤炭企业跨区域发展的对策建议

2005年以来,国家和有关地方政府先后出台了一系列促进煤炭产业健康发展的政策措施,煤炭资源整合取得突破性进展。在深化和完善煤炭资源整合中,推进大型煤炭企业跨区域兼并重组,对于煤炭行业健康发展具有现实意义和战略意义。国家应在顶层设计上重视破除地区本位,在政策上逐步完善煤炭利益分配机制,推进煤炭资源配置的市场化,加快推进大型煤炭企业跨区域发展。跨区域企业,亦须积极实施业务本土化战略。

Suggestions to Promote the Cross-Regional Development of Large-Scale Coal Enterprises in China

Since 2005,the state and local governments concerned have implemented a series of measures to promote the healthy development of coal industry,which has made breakthrough achievement in the integration,merger,and restructuring of the coal resources.In this process,it is of great practical and strategic significance to promote the cross-regional merger and restructuring of large-scale coal enterprises.The state should lay emphasis on discarding "region first" from the perspective of top-level designing,perfect coal profit distribution in policy,and based on this promote the marketization of coal resources collocation,so as to accelerate the cross-regional development of large-scale coal enterprises.In terms of those cross-regional enterprises,they should actively implement strategies to localize their business.
