市场经济条件下安全生产管理模式探讨

本文就在社会主义市场经济条件下,如何建立一个适应市场经济规律运作的安全生产管理模式进行探讨;并从国家建立、健全安全劳动卫生法规,企业加强自我约束机制等几方面展开讨论,提出了企业要在“以效益为中心,安全为前提”的条件下从事生产经营活动。

The Research of Safety Production Management Mode on Market Economy

With respect to the current management in the Socialist market economy, some incompatibilities in safety management between planned economy and market economy are analyzed. It is also put forward, under the direction of the idea "Profit is center, Safety is basic", to establish an Operating Regulation of Safety Management which is suit to Market Economy. And the paper further discusses Government Manage- ment system and Enterprises' self-restricted System, both basically proved in the practice.
