体育改革的总体思路和顶层设计研究

中国体育整体联动的发展趋势日益鲜明，体育的社会内生力日趋强劲，在计划经济时期形成的体育发展方式难以为继，改革势在必行。然而，囿于条块分割、分而治之的传统，推出的改革举措多受限于部门立场，局限于部门视野，呈现出碎片化的状态。全面深化体育改革，需要依据中国体育发展的内在逻辑，着眼整体，进行顶层设计。本研究以新发展理念为指导，提出了围绕体育发展与转型两个方面进行体育改革的总体思路，并针对两个方面的重点问题和关键环节，提出具体的改革设计。

Holistic Thought and Top-level Design on Sport Reform

The overall interactive development trend of Chinese sports is increasingly clear and internaldrive within society is increasingly strong, which has brought great difficult for the development pattern ofsports formed in the planned economy period to continue. Reform in sport areas is inevitable. However, thereforms have appeared fragmentary due to the tradition of fragmentary pattern of governmental systems,which designed based on departmental perspectives with narrow visions. To deepen the sport reform in anall-round way, it is necessary to think holistically and to make a Top-level design according to the internallogic of sports development. Guided by the new development concepts, this study puts forward the generalidea of sports reform around two aspects of sports development and transformation, and proposes specificreform measures to the key problems and key links in the area.
