邓小平"一国两制"方针的民主精神

邓小平同志提出的“一国两制”方针是实现祖国和平统一的基本方针．“一国两制”方针在其提出、发展和实施的整个过程中,处处充满民主精神。首先,在其提出的过程中,中国政府充分考虑了台、港、澳的历史和现状,正如邓小平同志所说：“‘一国两制’是从中国实际提出的。”其次,在其发展过程中,即在以“一国两制”方针和平统一祖国的过程中,中国政府给与台、港、澳同胞广泛的参与权,广泛听取包括台、港、澳同胞在内的各界人士的意见,集思广益,从而制定了特别行政区基本法,并成立了以港、澳代表为主的筹备委员会,同时充分尊重台湾当局的地位和作用。再次,在其实施过程中,即以“一国两制”实现祖国统一后,台、港、澳人民不仅享有高度自制权,还可参与国家管理和国际事务。总之,“一国两制”方针为“民主”一词注入了具有中国特色的崭新内容。它顺应民意,得到人民的坚决拥护。

The principle fully displays the spirit of democracy during the process of being advanced, developed and carried out firstly, at the time it was first advanced, the Chinese government took into full consideration the history and the present state of Taiwan, Hong Kong and Macao just as Mr. DENG put it. The principle of "One country, Two Systems" was put forward based on the current situation of China. Secondly, during the period of its development, namely the period when it's implement to peacefully unification of China, the Chinese government encouraged the people of Taiwan, Hong Kong and Macao to actively participate and voice their opinions. Drawing on the collective wisdom and absorbing all useful ideas, we drew up the "Basic Laws" of the Special Administration Regions and established the Preparatory Committee, its majority are from Hong Kong and Macao. At the same time, we respect the status and function of the Taiwan administration. Lastly, during its application period, the people of Taiwan, Hong Kong and Macao not only enjoy a high degree of autonomy but also take part in the administration of state and international affairs. In a word, the principle of "One Country, Two Systems" adds new content to our democracy with Chinese characteristics. It conforms to the people's will and is strongly advocated by the people.
