从对外开放的角度谈河南省中心地区的联合开发问题

地区经济开发和对外开放是地域经济和社会发展过程的组成部分.地域发展过程存在客观规律,这就是"地域经济向心成长及相互间传播原理"(简称"向心成长及传播原理").受这个原理支配的经济发展现象到处存在着,只是依各地具体条件的不同而有程度、规模和速度的差别.根据该原理,作者认为:我国的对外开放要按照"梯度发展与点轴发展相结合"的"非字型"模式展开.河南经济中心地区有可能很快卷到对外开放过程中,为此应及早准备.本文阐述了河南省中心地区联合开发的重要意义以及省内核心地区的开发对确定省区经济社会发展战略方针的作用,分析了河南省中心地区联合开发的有力条件和困难,提出了以郑州、开封、新乡三城市为中心形成的三个基层经济区为基础构成的"金三角"进行联合开发的建议及措施.

DISCUSSION ON JOINT DEVELOPMENT OF HENAN CENTRAL ECONOMIC AREA FROM THE VIEW OPEN OF OPLICY

The Regional economic development and the open policy are the composition of the development of regional economy and society. A natural law of regional economy is of centripetal and interspreading development. the Economic development is subjected to this law with varied degrees, scales, and speeds based on the specific condition in each region.This thesis suggests that in carring out the open policy the model should be adopted cobining steped development and point-axis develpment in feather shape.It is very likely that the Henan central economic area will speed up to open for foreign investment, so the earlier preparation is necessary.The thesis discusses the importance of the joint development of Henan central economic area and its role on policymaking for social econmic development. The advantages and difficulties of joint development are also analyzed. Suggestions and specific methods are proposed to carry out the joint development of the centl economic area, based on Zhengzhou, Kaifeng and Xinxiang with their basic economic regions, which together form an "Golden Triangle".
