| 摘 要： | 教示制度是行政程序法的一项基本制度。教示制度对《档案法》的意义表现在强化档案馆的行政责任;提升档案馆的法律地位;保障公民的知情权,促进依法行政和社会主义法治国家的建设。针对教示制度本身,《档案法》应明确违反该职责的法律责任。

| Abstract: | The instruction system is a basic system of administrative procedure law.The meaning of instruction system on the ＂archives law＂ displays to strengthen archives＇ administrative responsibility;promote the legal status of archives;guarantee the citizens＇ right to know and promote administration according to law and socialism legal country construction.In view of the instruction system,＂archives law＂ should definite the clear legal responsibility of violating the duties. |
