| 摘 要： | 区域公共品具有消费上的非排他性和非竞争性，有明显的空间性、地点性和规模大的特点。区域公共品由私人、区域内的独立行政区或中央政府来提供都不合适，其应当是整个经济区。当整个区域不是一个独立行政区时，必须有一种制度保证整个区域来提供。

| Abstract: | Regional public goods have nonexclusivity and nonrivalry of consuming,and have the features in apparent spatiality,local characteristics,and large scale.It is improper that the regional public goods are supplied by individual habitant,or each administrative district in the region or central government.The suppling subjects of RPG ought to be the whole region.However,when the whole region is not an independent administrative region,there must be an institutional arrangement to complete the common supply in the whole region. |
