| 摘 要： | 对政治体制改革的进程进行划分是我国政治体制改革研究的重要组成部分,国内学者对此观点不一.根据对我国政治体制改革进程产生重大影响的历史事件及重要文献的发布日期这一划分标准,可以分为提出和起步、强化和铺开、受阻和停滞、调整和渐进、制度化和规范化五个阶段.十六大报告对政治体制改革的论述,标志着我国政治体制改革进入了一个全新的阶段,同时也是我国政治体制改革今后前进的方向所在.

| Abstract: | To divide the course of political restructuring is an important component of the study on our political restructuring,and Chinese scholars look at this from different perspectives.According to the division standard of issue dates of important documents and the standard of great historical events which produced great impact on the course of our political restructuring,the course can be divided into five stages: advancement and start;reinforcement and dissemination;hindrance and stagnation;regulation and gradual progress;institutionalization and standardization.The exposition on the political restructuring by the 16th NPC conference marks a completely new stage of our political restructuring,and it's also the orientation of the future progress of our political restructuring. |
