草原保护红线监测预警体系构建

构建草原保护红线监测预警体系是划定草原保护红线工作的重要组成部分,是确保草原保护红线不被逾越的重要保障。在阐释构建草原保护红线监测预警体系必要性的基础上,提出了完善草原保护红线监测预警管理机制、创新草原保护红线监测预警技术手段、畅通草原保护红线监测预警发布途径的草原保护红线监测预警体系构建思路,并具体设计了含有3个一级指标、11个二级指标和31个三级指标的草原保护红线监测预警指标体系。从提高认识、完善基础设施建设、建立稳定的投入机制和加大人才培训力度等方面提出了构建草原保护红线监测预警体系的重要举措。

Construction of the Monitoring and Warning System of Grassland Protection Red Line

The construction of monitoring and warning system is an important component for the definition of grassland protection red line and helps safeguard this red line. After elaborating the significance of constructing this red line, this paper proposes ways to improve management mechanism, to innovate technologies, and to smoothen distribution channels for the monitoring and warning system. An indicator system for the monitoring and warning system of grassland protection red line consisting of 3 first-level indicators, 11 second-level indicators, and 31 third-level indicators is set up. For the grassland red line monitoring and warning system, it presents the following strategies: governments at all levels should realize the importance of the work, establish a stable input mechanism, perfect the construction of infrastructure, strengthen personnel training, etc.
