摘    要:为推进国家水上应急救援能力建设,系统分析了国内外水上应急救援装备与技术建设现状,指出当前我国水上应急救援装备与技术建设面临的核心问题,从内涵与特点、构建要素、构建理念、构建实践4个方面开展了对水上应急救援装备与技术体系构建的研究。结果表明,基于“双重循环”机制的水上应急救援装备与技术体系构建方法既可通过“外循环”机制提升体系的针对性,又可通过“内循环”机制将不同类型的需求逐层向上合并或向下展开,使抽象的需求逐层具体化,保障体系组成的合理性;“双5级”结构布局不但能科学地将救援装备与救援技术实现多维融合,还有助于精准掌握水上应急救援能力建设亟需重点关注的薄弱环节。

Abstract:To promote the construction of national maritime emergency rescue capabilities, the current situation of maritime emergency rescue equipment and technology construction in the world was systematically analyzed, and the core problems in China that the current maritime emergency rescue equipment and technology facing was pointed out as well. The construction of maritime emergency rescue equipment and technical system was studied from four aspects: connotation and characteristics, structural elements, concept and practice. The research results show that the construction method of maritime emergency rescue equipment and technical system based on the "double cycle" mechanism can not only improve the pertinence of the system through the "outer cycle" mechanism, but also realize the integration of different types of requirements layer by layer through the "inner cycle" mechanism, so as to make the abstract requirements concrete, and then Ensure the rationality of the composition of the system. Meanwhile, the use of a "double 5-level" structural layout when constructing the system can not only scientifically realize the multi-dimensional integration of rescue equipment and rescue technology, but also contribute to accurately grasp the weak links in the construction of maritime emergency rescue capabilities.
