建立和健全保持共产党员先进性的长效机制是新时期推进党的建设的一项具有重要性和紧迫性的特殊工作，不仅有着十分明确的指导思想、目标和原则要求，也有着十分可靠的坚实基础和制度保障。党员的先进性建设既要靠思想教育，又要靠制度保证；既要靠个人自觉，又要靠严格管理。当前应着力于建章立制，构成一个自律与他律、自学与强制相统一的长效机制链，以全面、持续、稳定地推进高校党的先进性建设。
